How to send a message to Skype via cmd/bat/exe?
By this analogy ( habrahabr.ru/post/225103/) I want to make notifications from PRTG to Skype.
Is there a solution?

Forget it. By the end of the year, the Desktop API will be cut out completely and neither Skype2COM nor Skype2Py will work. So alas.
