Attachments in letters are not transmitted as separate files or entities - they are part of the letter and are transmitted inside the letter in an encoded (i.e. not in their original) form.
I'm not sure that any mail servers do this at all, because. the received letters must be parsed, and then, in order to give the letter to the client, it must be collected again.
I saw paid software that adds similar functionality to the exchange.
I also met scripts on VBS that work with Outlook and do the same (in my opinion, Outlook itself can do this with the help of mail sorting rules).
