In terms of Exchange, it is rather called Disclaimer, i.e. in many Western countries, a disclaimer is required. For this - the mechanism built into Exchange is very suitable, because it is sharpened for this.
For an individual signature of an employee, you need to use 3rd party software - there are even free ones, but it is possible with restrictions.

But if the management is tight-fisted, then the admins will have to invent the signature themselves, and edit it with their hands in Outlook or force users.
