Why doesn't outlook search for contacts by last name?

there is outlook 2013
the problem is that when typing the address in the TO or COPY field, outlook searches only by name.
Let's say I write VIC I see

I'll start writing the name HORN and it's empty
How to overcome this? Force search by all username, well, or swap places to search only by last name
