How to run OBS on a virtual server and broadcast the screen (video)?

There is a virtual server located in the Netherlands (server on Windows). It is necessary to restream from twitch through OBS stream to another site, by means of screen recording. (I'm watching someone else's stream from a virtual server and want to stream it on another site.) I've
already tried it, but something lags hard. How to solve this issue?
