What software can be used to broadcast a signal from a webcam over a narrow channel?

There is a laptop with a good but webcam. There is a 3G modem with internet (sometimes good, sometimes not so good).
You need to receive a video stream via the Internet with a good picture quality (1280x1024, 1-2fps in order to be able to see the details). It is desirable that this be via HTTP (so that it can be, for example, in VLC or analogues.
What did you try? Tried VLC (Media-> Transfer -> Stream) :) Although the picture appeared, it was with a wild delay (about 40 seconds). Even when the frame was reduced to 320x240 1fps, for some reason everything slowed down, although everything flies over a wired local network.
Tell me, please, software, preferably Windows, to implement this task.
Maybe someone constantly faces such a problem?
