Video filming and refereeing of competitions (real time and replays). What do you advise?

For quite a long time I have been looking for a budget solution for video filming of judo competitions, which would allow side judges to see the fights in real time and conveniently repeat the controversial moment.
Usually at competitions, even quite large ones, a wild collective farm of amateur cameras, TV tuners and recording programs is used. The quality of the captured video is usually abysmal and the reliability of the system leaves much to be desired.
I myself participated in the organization of similar events a couple of times and tried the following:
1. Multiple analog CCTV cameras and DVR. In general, it turned out not bad, however, analog inexpensive cameras did not give a very good picture, and the registrar slowed down, while simultaneously requesting repetitions from different tatami. In addition, the software from the registrar required quite a lot of gestures when accessing the archive.
2. At another competition, we tried ip cameras, since they were available, and flussonic was asked for a test. I must say that the result turned out to be more than worthy, the picture is excellent, navigation through the archive is convenient. However, in every barrel of honey there is a spoon of tar, cameras and software introduced a rather noticeable delay (up to 30 seconds, if my memory serves me), so the video on the screens of the judges could not be called quite realtime, although some of them even liked it. They watched fights with their eyes, and a dubious moment could be viewed by looking at the monitor.
Hence the question: Maybe one of you saw the implementation of a similar task devoid of the described shortcomings?

Regular webcams. I think you can buy 3 pieces for $100-200.
But here it is torn between frame rate, resolution and latency.
