There are two ways to display any HTML page on 1C managed forms:
Now to your library. You have exactly the same two outputs:

1. Copy all code from JS file and paste it into your HTML file text in SCRIPT tag
   
2. Insert into the page code the URL of the script that is available to users (as an option, publish it again on the web server that serves 1C)
