How to revive a disk?

I have an old external hard drive from 2012. There is no data on it, it has not been used for many years. Connects via VGA or USB. When connected to a computer via USB, it is displayed in the device manager, but not in the explorer. In diskpart list disk shows this disk, but its size is 0 bytes. How can you revive him?

Although, of course, diagnostics via USB is not an idea. The best option is to disassemble the external case and connect the drive directly via SATA.
However, if the drive is not Seagate (well, or you are somehow exclusively lucky with a model from another manufacturer), then there will be a soldered USB inside. In order to organize a SATA connection, you will either need to solder to certain points on the board , or adapt the board from a similar SATA model .

Right-click on My Computer, select Manage, select Disk Management, create / re-create a partition there (you may need to initialize, in general, see what it says on the disk)
