How to return a domain that was illegally re-registered?

Given:
A domain has been registered to me since 2012. For work reasons (leaving the country) I did not use the domain. At this time, the former partner re-registered the domain to himself (in 2013), using my passport scan and an application allegedly signed by me. I personally did not sign any statements in this regard.
I decided to contact the domain registrar with a request to return the domain, since the application for re-registration is illegal and not signed by me. In response, the registrar company employees said that, according to their instructions, the domain was re-registered correctly and in order to return it back to me:
- the current owner must write an application for re-registration to me (which, of course, he will not do);
- By the tribunal's decision.
I want to go to court, but I don't know where to start. To whom to file a claim and to which court (at what place of residence / registration?
- To the registrar company to invalidate the application?
or
- To an individual who now owns the rights to the domain?

Why not go straight to court?
Submit a statement of claim to the court at the legal address of the company (domain registrar), so that the court (through a request for a disputed document from the company and an examination) recognizes the application (on the basis of which the domain was taken away from me) invalid.
