If anyone is interested in the following solution:
1. In Port Security, on the required port, specify the Admin State "eneble" Max Learning Address set to "0" (if you specify 1, then we allow 1 dynamic address in addition to the static one that we drive into the mac table)
2. In Static MAC on the required port, specify the desired mac and uncheck the Uplink Port
