How to restore windows 10 using OS tools?

Good afternoon!
Tell me, please, how can I restore windows 10 if the OS does not boot? You cannot use flash drives, optical discs, the Internet, etc. There is only 1 SSD.
I tried to make a separate partition on the disk, creating an OS image there (control panel - backup and restore (windows 7) - creating a system image).

Then I deleted system32, plus something else from the windows folder, and at boot tried to recover from the previously created image, to which Windows wrote to me twice "To restore the state of the computer, windows needs to format the drive from which the windows recovery environment was loaded" and offered to create recovery disk.

What am I doing wrong? There is an image, the system sees it, but does not allow it to be deployed without formatting.
How to make such a backup so that you can restore the OS from it in any situation, but at the same time using only windows 10 pro tools and only 1 SSD?

Well, the system tells you that you are trying to restore the disk from which the recovery environment was loaded, of course this is impossible.
Boot from another drive.

How to make such a backup so that in any situation it would be possible to restore the OS from it, but at the same time using only windows 10 pro tools and only 1 ssd disk?
That's how to do it. how are you. Your backup is normal.
And the fact that the recovery environment is loaded from the same disk is not normal.
Reinstall Windows so that the recovery environment is on a separate, hidden drive.
