Is it possible to write under IOS on windows 7 or 8 and what are the prospects for this?

I hope to hear competent answers:

  1. What engine can be used to write simple games and applications under IOS on windows 2D OS (Russian documentation is desirable, but the possibility of free use is not required)?
  2. Can I then upload my creation to the AppStore (or at least to a device) without a poppy?
  3. What is an Apple Developer Certificate, how much does it cost and what is it for?

Unfortunately, no, you can only compile applications for iOS and OS X through Xcode, which is only for Mac, and this is only ObjC and Swift.
There are tools that allow you to write in other languages ​​for these OS, including those available for Win, but, as far as I understand, they overtake everything in ObjC and you need to compile the result in Xcode or something like that.
A developer license (if you are talking about it) is needed in order to throw out the finished application in the AppStore or throw it on the iPhone, for example, to test it. But there are platform simulators in Xcode that don't need a license.
PS I had a problem with my Mac and I'm just running OS X in a virtual machine - it stutters a little when I run these simulators. And yes, in principle, in Xcode, you can write, in my opinion, any 2D toys
