How to restore the recovery system in mac os?

The previous owner of the mac mini installed Windows and erased the standard recovery system. Now
Command (⌘)-R, Option-Command-R or Shift-Option-Command-R and others do not work. Reinstalled mac os that was stock. I wanted to update over the network, but these commands still do not work. Only the choice of the bootable partition works (win or mac if you keep the option pressed). Format the partition in Windows has not yet figured out how to have one common partition. Can't bring back the standard recovery system?
