How to restore NTFS rights without having rights to a file?

Colleagues, good afternoon.
The case is this: I
deleted the virtual machine disk file from the cluster disk with the Shift+del combination , the file was not deleted, but all NTFS permissions on it were deleted.
Assigning rights as administrator via icacls does not help - Access is denied .

Try to run the explorer with system rights - the launch scheme depends on the OS, patches, etc., etc., there are instructions on the Internet. But could it not happen that the file was deleted, and you are kicking its "ghost"? in 10k it happened a couple of times - the file is no longer there, I'm trying to delete it, and Windows writes something indistinct about the lack of access, though the ghost itself then disappeared quickly enough.
