How to restore access to FTP without reboot?

Hello! Windows Server 2012 R2 is used as a gateway to the Internet for a local network. After some time, FTP access to external resources stops working. Everyone! different clients! At the same time, the Internet through browsers works as usual. Now I'm flying by restarting the server. FTP starts working.
