How to respond to the fact that the client does not mind me adding time?

I always track all my working hours, but there is a client who, after completing each task, writes "We'll send to the client for review, in the mean time feel free to add in your hours!".
I once added manual-time a bit for having to wait for it. (reactions 0, payment was successful).
Should I add the time I spoke to him?

How to work on Upwork?
When should you turn the hourly pay timer on UpWork on and off?

And why do you add it manually and not by the program, the discussion is necessary and can be tracked, the time that you just waited and did nothing, of course, you can’t track.
The client asked not to review your time and you can be said to have passed
