C) In Upwork, change your "Location" (for example - Armenia). Register in "Payoneer" with this region (if "Payoneer" is also closed for Russia) (for example - Armenia), "Payment Methods" mark "Payoneer". For Armenia, you need to have, respectively, a local mobile phone number and a bank account, at least, or a little person to whom all this will be registered ...
