How to resolve the address without waiting for the update 8.8.8.8?

The situation is as follows: we change the IP hosting sites to Hetzner. NS - remain the same, only the A-record changes.
Moments later, nameserver Hetzner responds correctly, but TTL promises that more
TTL hours will come to the old address until the message spreads over the Internet and the same TTL expires. How can I insist on my "resolving" the address

on the local machine ( WinXP )?
Do you need a "pocket" DNS or is there something like public hetzner dns, or maybe some kind of hosts file?

on a par with GoogleDNS, you can also use Hetzner's DNS.
it was necessary to set the smallest possible TTL before the change for the day.
