I'm not an admin, please don't kick me. Never had a problem with the ISP's DNS.
Downloading composer packages. DNS - my provider (online - Rostelecom).
Shows error: (can't get https://packagist.org address)

The file could not be downloaded: php_network_getaddresses: getaddrinfo failed: nodename nor servname provided, or not known failed to open stream: php_network_getaddresses: getaddrinfo failed: nodename nor servname provided, or not known https://packagist.org could not be fully loaded , package information was loaded from the local cache and may be out of date

Put DNS google 8.8.8.8 and 8.8.4.4 - it all worked.
With what it can be connected?

There is a problem on the side of the provider. Let them remove it.
