How to remove website link from steam blacklist?

There is a gaming site. The site is normal, not phishing / not spreading viruses / without piling up ads. But once he got into the black list of Steam (maybe because of advertising, maybe because of something else). Now everywhere when placing a link to the site, it is replaced by the standard {LINK REMOVED}.
I tried to communicate with steam technical support - they said that they could not do anything, and in general it was impossible to remove the link to the site (without explaining the details). During the correspondence in which I said that the administration is ready to provide all the information that is required for the site to be removed from the technical support blacklist, I advised "for cooperation" to contact www.valvesoftware.com . Sent an email to [email protected] (among contacts, this one was the most suitable, a list of all contacts -www.valvesoftware.com/contact ), but a few months later there was still no response.
Question: Who can I contact to remove a site from the blacklist? As I said above, the site administration is ready to cooperate.
