How to remove the ad block in Chrome (virus)?

I ran into problems with my PC - firstly, the Opera browser stopped working. Sites do not open, writes:

Cannot access the site
The web page at *** may be temporarily unavailable or permanently moved to a new address.
ERR_TUNNEL_CONNECTION_FAILED

Secondly, Google Chrome began to show (1 time out of 5) such block with ads on most sites:



Avast Anti-Virus found nothing, Malwarebytes found 26 dangerous files, placed them in quarantine, but the problem remained. Please tell me how to fix the problem

check
1) in incognito without extensions
2) turn off all unknown software
3) debugging - what is loaded from where
