How to remove stains from a texture?

There is a large unwrapped texture like this:

As you can see, there are square dark spots on it, which have the color #d0e4e9. I need to tone them down by making the entire texture no darker than the border color of these spots. That is, approximately no darker than #d8e9ed. Accordingly, it is necessary that only those parts of the texture where the color is darker than #d8e9ed change and become exactly this color. How can this be achieved in photoshop? Too many by hand. The texture is really big (2048 x 2048).
