How to reinstall Windows 7 OEM version from 32 bit to 64 bit?

There is a laptop. There win7 32-bit home edition basic. An attempt to download an image from the Microsoft site did not work, because Windows was preinstalled. Bought in DNS, called them. don't know what to do. Who knows the solution? The problem should not be rare, because all computers come out with a pre-installed version lately.

An attempt to download an image from the Microsoft site did not work, because Windows was preinstalled.

How is one related to the other?
You can download the required image from here: https://www.microsoft.com/en-us/software-download/...
You will need to enter the Product key of the current Windows. If there is no sticker, then you can find out by other means - google.
Download the same distribution that you have, your activation will not work for another.
If the microsoftware does not grow together, look in torrents, just do not take the assemblies, look for the original image (possibly with built-in updates).
After downloading the distribution kit, download the utility for preparing the installation media (flash drives): https://archive.codeplex.com/?p=wudt
Use it to deploy the image to a flash drive, boot from it and install Windows in the standard way.

Some heresy is written here, explain what you specifically did at this point.
The standard pipeline for reinstalling Windows without a disk is approximately the following:
1. Find out the product key
If it is pasted on your system unit (which should have been done in the case of OEM) - you know it.
If there is no sticker anywhere, find out with the help of https://www.nirsoft.net/utils/product_cd_key_viewe...
2. go to the download page
https://www.microsoft.com/ru-ru/software-download/.. enter the
product key there and select the 64-bit version of your edition
3. If nothing happened in the previous paragraph (I remind you that the current version of Windows - windows10 and Win7, sadly, goes down in history) then download from here:
https://answers.microsoft.com/en-us/windows/forum/...
Windows7 Home Premium 64bit ISO (it may well be that in step 2 you will also need to download Home Premium), we are preparing an installation flash drive\ CD
4. Only a complete reinstallation is suitable for you - therefore, download everything that is on the system disk to an external medium (everything will be lost during reinstallation) and install the OS via Custom install
Choose a new (or clean? I don’t remember) installation (upgrade will not work).
Ideally, before that, you need to format (in the same place - through the choice of disk) the partition on which your 32 bit was - just to save space
5. When installing, specify your Product Key - the installer will accept it and show you the correct edition of your OS. Also, you can usually skip entering the key and enter it after installation.
6. After installation, enter the key (usually nothing complicated, but you may need magic using slmgr.vbs - this is MS) and activate.
7. Not activated via the Internet - choose activation by phone - activation is tied to your "old" OS installation and you need to kill it.
8. In fact, this is point number 0 - Before doing anything, make sure that you have a disk or flash drive with the distribution kit of your installed OS - all this may not work for completely unknown reasons: This is MS, this is a Russian DNS reseller famous for not always an adequate attitude and miracles with purchased computers with a preinstalled OS, this is an outdated OS, perhaps links to distributions are already outdated or not provided by MS, etc., etc.
PS, of course, there are always torrents from which you can download ISO, but I don’t recommend it if you don’t know what and where, and I wouldn’t recommend pointing links to resources on the toaster that are considered pirated in the Russian Federation and blocked.
