How to reinstall Windows 10 (OS crashed, safe mode won't start, can't be installed from a bootable flash drive)?

Hello. Recently, Windows 10 crashed, it seems, if this is not a coincidence, after cleaning the registry with CCleaner. It was in the evening, and Windows stopped running only in the morning. Nothing is loaded at all. It won't boot to safe mode at all. Sometimes it just spins from the bottom of the Windows icon, sometimes it says that preparations are underway for automatic recovery, but even after 5 hours nothing happens.
Tried installation flash drives. I tried different flash drives, different ports in the laptop, different versions of Windows, changed everything correctly in the BIOS, and as a result, either does not see the flash drive at all (in particular, below the tenth Windows, which is strange in itself), and Windows 10 loads up to the icon, and then black screen. The system was on an SSD. Now I use a computer on Chromium OS, which is installed on the HDD. And it seems like the problem is not in the SSD, because I can view, play files from the SSD.
What can I do? Maybe I missed something, or something I do not know?

CCleaner does an excellent job of destroying the OS, so it's all right, that's the way it should be.
Boot into recovery mode or from a bootable USB flash drive, and run System Restore.

So they didn’t change it correctly, most likely you don’t have a BIOS there, but there is UEFI.

Read how to run Win10 recovery carefully! And it looks like you either did not do this, or were not attentive enough.
Turn off fast loading in settings.

Either start in recovery mode, or pull out the disk (if there is important data there and it's a pc, not a laptop), copy it from it and install bare Windows.

This is NOT a coincidence. You need to use any "optimizer" of the register only if you understand exactly what it does and how to restore what it has done :) If not, it's better not to "optimize" anything.

If it does not boot from a USB flash drive, then try to write the iso image to a disc and run it through an internal or external drive. It helped a hundred times when I didn’t see the flash drive point-blank.
Also, you can boot from the LiveCD and do a checkdisk ("chkdsk c: /r" on the command line) and maybe everything will be fine with the axis. Also one of the magical methods that you should try one of the first.
