Why doesn't 2 sticks of RAM work?

I bought one stick of RAM in the computer like this: DDR3 4GB 1333 MHZ EXCELERAM (E30140A)
motherboard: Dell OptiPlex 390
is now like this: SK Hynix HMT351U6CFR8C-H9 4 GB DDR3-1333 DDR3 SDRAM (10-9-9-24 @ 666 MHz ) (9-9-9-24 @ 666 MHz) (8-8-8-22 @ 609 MHz) (7-7-7-20 @ 533 MHz) (6-6-6-17 @ 457 MHz)
piece in that one by one any of them works, but together they do not want to work at all, the monitor is black and nothing happens, who will tell you what to do? Everything seems to be compatible.

E30140A is single sided , but HMT351U6CFR8C-H9 is double sided , no?

for example, the clocking parameters in the SPD may not match these (6-6-6-17 @ 457 MHz).
look at the memory parameters of each bar through AIDA or CPU-Z and google inconsistencies.
plus see what parameters are set for each bar separately and manually set them in the BIOS

Check the timing of the new memory and compare it with the old one, if they differ, set it manually.
Check the supply voltage of the new memory and compare it with the old one, if they differ and it is possible to do this, set it manually.
