No way.
.dmg is a disk image like .iso
.rdr is a snapshot of a disk with the partitions it has.
These types of extensions are incompatible.
If you need to create a bootable USB flash drive from under Windows, it is more convenient to use the BootDiskUtility (BDU) utility
