How to redirect users to the right web server?

There are 2 web servers one in Russia and one in China. How to make it so that Russian users, when entering the site by URL, get to the Russian site, and Chinese to Chinese?
Google does something similar if you ping google.com in China we get one IP, in Russia another IP.
The most logical solution would be to do something with DNS, when the DNS server checks the incoming IP and gives it the correct IP.
In which direction to dig?
