How to redirect to a local address when there is no internet (squid and bind)?

The company has configured Bind (redirection + local zones), and Squid.
Is it necessary that in the absence of the Internet there would be a redirect from any link to the internal address serve.local?
How can (and is it possible) to do, tell me, please? So far, I have redirected a specific domain to myself, but how can I check that there is no connection and redirect any?

It's easier to make a firewall on the gateway. In the absence of the Internet, make DST NAT any requests on 80/443 ports to the local web server with a stub.
DNS'om is also possible. But DNS clients have a cache, so until the TTL of the record expires, clients will use the cache and will not access the DNS server. Accordingly, in the absence of the Internet, they will not see any stub.
