How to redirect a request?

On Windows there is a softina that accesses a specific ip address (server number 1) and receives "success" in response. It is necessary to change this address so that when accessing this IP, the substitution would work and we would already contact by the domain name, and not by IP (server number 2). Serv 2 itself already returns "success".
It would not be desirable to lift the Apache on Windows. Maybe there is some other way to change it? Ideally, find a working sniffer with the replacement of http packages in Russian or with a clear interface. In general, you need a simple solution in 2 clicks or a detailed manual for the noob in the kit.
PS There is no access to server 1.
