How to recover data after diskpart?

Misters, actually, a question on a subject, but all the same.
There is an external drive 1 TB, it was divided into 4 sections.
Background:
At work, there was an urgent need to install Windows very quickly. There was a DVD-image, it was necessary to make an urgent bootable flash drive.
The whole process took place in diskpart. What was done?

• list disk
  
• select disk 3 (but it should have been 4)
  
• clean
  
• create partition primary
  
• select partition 1
  
• active
  
• format fs=ntfs
  

here I noticed that the external drive "blinked" and realized that I carried out all the operations on it. I urgently began to close the window with diskpart, it did not close. I pulled out the disk and the window closed. The readiness status of the process was 0%
Now the story itself.
With alkid live usb I tried a lot of software: Active File Recovery, Partition, Undelete; Recuva; R-Studio, Getdataback, but all to no avail.
More precisely successfully, but not quite. The thing is that out of 4 sections, 1 was tolerable, and 1 was very important. It was possible to restore only the "tolerant" section.
Now the question itself:
1. Is it possible to recover data?
2. What tool can you use?
