Windows file explorer does not see external hard drive, how to recover data from it?

On a Windows 10 laptop, file explorer does not see an external hard drive that is connected from the system unit via a wire, while the desktop itself is turned off. At the same time, "printers and devices" in the control panel see it. The desktop won't boot from a flash drive or hard drive. How to recover data from it?

The disk is working and recognized by the system.
Is it somehow visible in Disk Management? Wrong partition, unallocated area, or partitions with unrecognized FS.
If it is not visible, then immediately bring it to a company that is engaged in data recovery. Most likely the electronics failed.
If visible.
Deliver CrystalDiskInfo and look at SMART. Select your drive from the "Disk" menu. If the parameters 05 and/or C4 in the column "RAW-values" are not zero, then turn off the computer, remove the disk and take it to people who know how to recover data. There is a danger that the disk crumbled.
If everything is fine there, then you can take the advice of Alex . It will take a lot of space and free time.
If everything is bad, then do not turn on the disk again, because there is a high probability of screwing up the data completely.
