Restore - no way, because the card is faulty.
Formatting has nothing to do with it at all.
ccleaner does not format anything, it is generally malicious software.

Take any Linux live, boot up. Open a terminal.
Shows what disks and partitions you have.
Here I have the SD card circled in red. You will determine your size by size, ONLY DO NOT confuse!
Next, enter the following command: Instead of xxx, what you remember in the last step. I have, on the screen, this is sdb, you may have something else. Then try to reboot into Windows, create a partition on the disk and format it. If it does not work out, we will try to restore from linux further.
