We need apparently a program that would create a telephone number, something like an automatic telephone exchange or ip telephony. and receive SMS sent to this number. The program must run on the server. I saw a lot of implementations, but how they were made is not clear

Operators provide telephone numbers with the ability to receive incoming calls via the SMPP protocol. Both federal (11-digit) and short. At the same time, outgoing messages (in the direction of subscribers) can only be sent from short ones, and long ones can only receive incoming ones.
But it is quite expensive. One of the operators charged 12,000 rubles a month for a federal number, as far as I remember. Short generally crazy, I'm even scared to imagine the order of prices.
But connecting via SMPP is the best option from a technical point of view. The alternative is Simka. Either at home or from a service that provides rooms for rent (such as sms-activate).
