How to receive SMS from multiple SIM cards?

Good afternoon, tell me how to organize this system.
There are many SIM cards (up to 30 pieces) I need to read the SMS that comes to them. And once a month, from each SIM card, send 1 SMS to a specific number.
I wanted to use arduino and GSM modules, but then SimBank was recommended to me, I didn’t understand how it works, what is needed for it to work (we are talking about some kind of GSM gateways and ip Telephony)
Now it works for me like this, there are 12 cheap two SIM cards phones and they run an application that reads SMS and uploads to the server. But the phones began to die, on their own. Or they stop reading SMS until you preload it. There is often no opportunity to follow them. Therefore, I decided to revise this system and move away from phones.
Who knows, explain if a SIM bank can solve my problem and what is needed for this?
Can I just connect it to a computer, write software and read / send SMS, or do I need to connect something else for this? If possible, which sim bank to take, where to get documentation for it?
I am not interested in voice calls, only reading SMS and sending 1 (this is so that the SIM card is not blocked, because there were no paid actions on it for 60-90 days)
