How to raise remote debug via internet?

Hello.
I am currently reading this page about setting up remote debug. The page says that debugging via the Internet is not possible, use the local network.
In this regard, the question is: what if we take a couple of computers, which, although they are on the Internet, have a VPN between them. Will this be enough for remote debug to work? What is the fundamental difference between a pair of computers connected by a patch cord and a pair of computers connected by a VPN? Does the VPN "forward" all ports?

differs in all sorts of small nuances. mtu is smaller, broadcast traffic may not go without additional gestures, or even not go at all, or something else.
whether it will work in your case - check it practically.
