How to quickly withdraw money from Upwork in Russia?

I completed the first order and I can’t withdraw funds
Please tell me how best to do this with minimal expenses.
I don’t know yet whether I will continue to work with Upwork, so I’m considering the easiest option for a one-time withdrawal of funds.
I tried paypal, but for some reason the payment is cancelled. Upwork transfers money, but then writes the cancellation, the type failed .. Maybe someone faced this problem, what to do? I tried two cards, it was not possible to transfer (The card is tied to the upwork mail.
And the second question is, how is it possible to withdraw money in dollars? This is a question for the future if I continue to cooperate with upwork. Now it doesn’t matter to me in what currency to withdraw funds

In general, the easiest way is PayPal. Find out why it doesn't work for you.
For large amounts, the most profitable way is SWIFT (1-2 days money goes). But then you will have to go through currency control with all the consequences. For small amounts, Direct Bank Transfer is suitable, but currency control is also required there.
If you don’t want to worry about currency control and legalization, then Payoneer.
