Should you agree to a confusing offer from a client?

A girl on upwork found me. She offered to write a small program, hourly work. According to her, she is also a freelancer and does some work for her client, but she is having difficulty in an area in which she is incompetent, so she asks for help. Discussed all the details, she decided to hire me. She asked for a price, and then she sends this:

One more thing. I created an agency on upWork to facilitate being paid as a team, and so that I can do more collaborative work in the future with various freelancers.
If you're not familiar, the client will pay for everyone's hours together to the agency. What happens is that I get all the money in my account for the work. Since you are outside of the US, I would like to use upWork to pay you for your contribution. What I propose, is that we take the total you earn, and I hire you outside of the agency at a fixed rate. If you earn more than I create a milestone for the extra amount.
If you like, so you know I'm honest, I can set up the fixed rate to equal $50, which was your upper estimate.
If you are okay with this, I need your email address to send you an invitation to log hours as an agency member. Let me know if you have any questions. Their system for agencies is odd. You would have the option of whether or not to show people your agency affiliation. This would not limit your ability to continue to operate as a freelancer.
Even if this contract doesn't move forward, I would like to have a person of your abilities to call on. It would help me go after more work in the future.

Have you experienced something like this? Should I agree to her offer?

Maybe this is wrong, but, IMHO, if there is even a slight doubt, it is better not to get involved. M.b. you will earn less money (which is not a fact at all) , but your nerves will be safer.
