How to quickly enable and disable hyper-v?

Android emulator and docker conflict due to hyper-v on/off.
Is it possible to quickly switch the state of this service without restarting the computer?
Or what are the options for organizing a working environment for these services without causing mutual conflicts on their part?

Use HAXM to accelerate the Android emulator if your computer does not support Hyper-V. You must disable Device Guard if you want to use HAXM.
