How to quickly calculate browser speed?

In the yard of 2015, phones have 8 cores each, and netbooks have 12GB of RAM, which, in fact, is not surprising. Most sites are also overgrown with all sorts of prettiness, background videos, Canvases and WebGLs. Meanwhile, still not all computers are able to pull this. Hence the question arises - when loading a page, quickly calculate the speed of the browser and decide where to display beauty, and where to focus on performance. It does not matter how, in what ways to achieve this. The most important thing is to understand where the browser is weak, and where it is high-performance, and even quickly, without expectations. Naturally, the solution should be implemented using the standard capabilities of a top browser, without Java, Flash and other excesses :)

Perhaps out of place, but here's the thing that speeds up the browser - profile-sync-daemon , driving almost all of the browser's internal files into RAM.
