How to put a password on an account if it is not accepted by the policy?

I can not set a password on one of the PCs. He says that he allegedly does not meet the requirements of the password policy. Checked the policy, complexity requirements are disabled, length is 0 characters. What could be the problem?

The problem was solved by clearing the log of old passwords, changed the value to 0.
