How to "pump" a beginner PM-a?

Is it realistic in a relatively short time to teach the basics of project management to an employee of another department with inclinations and aspiration to become a PM, or to quickly upgrade a beginner PM? And if so, what steps would you take? What training material would you choose (any useful materials (articles, videos, books, podcasts) on this topic are welcome)? Specificity: development of mobile applications.

For six months, out of two of these, one more or less full-fledged (thirst for knowledge) and one lazy one has grown.
Conclusion - only on experience, books help - but not much - under the realities of Russian business it is easier to conduct educational programs and at first control

And what about an employee with the “working with people” skill? This will be difficult to train in a short time frame.
The technical part can be relatively quickly pulled up in the process, although the team will look askance at it. I know for myself, as I came to the technical industry with a liberal arts education. I hope your candidate is stubborn enough and not too vulnerable, otherwise they will peck.

No matter how hard they blamed Skolkovo, our PM went to courses there for free, it turned out to be quite useful. If the company is a resident, then use this opportunity.
