Task tracker with automatic Gantt workload, does it happen?

Please help me find a task tracker that can do the following:
There are people (resources), tasks are assigned to them, tasks have time estimates, for example 16 hours.
In order to make it clear when something will be ready, I want to see the Gantt / Gantt workload view, which rebuilds completely automatically, so:

  • a resource cannot have more than 8 hours of download per day
  • tasks automatically stick to resources, ensuring full employment
  • if a higher priority task is assigned to a resource, all tasks are shifted automatically

Thus, it becomes immediately clear to management what to expect when, and how these expectations are influenced by what is being pushed under the sauce "let's do it quickly today today"

this is usually called a project manager / team leader / something else, probably, and this is a person.
In real life, it's hard even for a manager.
It's hard to set priorities, it's hard to choose a performer for a task, it's very difficult to plan at least something when working with legacy code.
And you want to replace all his work with scripts, or rather, even replace the entire manager with a diagram .
And the gantt chart just helps to visually conveniently see what the manager has planned. Well, maybe drag something else somewhere.
