How to pull a map of a particular region from Openstreetmap?

You need a map of a single Russian region so that the substrate is Openstreetmap.
Without any geographical objects, just the terrain.
The site of KB Panorama has what you need, but to open them, you need a commercial version of GIS Panorama.
Or maybe there are some options on the world map to hide all areas except for one region?

in principle, several options are available:
make raster tiles and put them into the application.
For example, file the tiles of the desired area with a mapnik, put them on the server and pull online and put the cache in the program.
option B: download ready-made tiles - there are a lot of online OSM cards without names - look at the collection of edward17 , he seems to have collected everything that is OSM. just read the license of use so that there are no problems. it is more convenient to download with a planet.
minus the raster - it weighs a lot, plus - you can download if you have a tyrnet and not carry a large cache with you.
option 2 : vector maps - the free mapsforge library for toads is an example of this. plus - less, you can switch display styles, minus - maps are updated in large volume.
option 3: vector tiles - combine the advantages of the two previous ones, but so far they are just leaving beta testing.
