How to create your own online and offline map service?

Интересует вопрос, как создаются собственные карты не зависящие от сторонних сервисов. Есть идея создать аналог карты Maps.me и 2GIS. Карта должна быть доступна как онлайн на сайте, так и оффлайн в мобильных приложениях.
Подскажите, пожалуйста, куда копать, есть ли специальные сервисы, где можно приобрести готовую базу карт, и потом дополнять и совершенствовать карту.
Мы планируем создать карту-справочник и навигатор - куда нам копать, с чего начать, и какие специалисты нам для этого понадобятся?
Если я правильно понял, то есть возможность использовать данные Openstreetmap для таких целей?

You, now, for sure, will snort that you did not ask about this, but the question "how" to ask before the question "does anyone else need such a service" is fundamentally wrong. The market is no longer the one where you could make money with any product, because there was almost no competition. Picking up a stack of technologies and finding some data is far from a problem of the first priority. Primary - due to what you are going to win against others. If your plan relies on building a product like the competition (which is how your question is worded), but nothing is said about how it should be better than their products, it smells of hopelessness.

mapmi is based on a map made from open geodata openstreetmap.org
for online maps there is a java script leaflet engine, a mapnik tile generator and many other open source projects, see https://wiki.openstreetmap.org/wiki/
for offline there is a vector library mapsforge maps and several open source projects of navigators, for example,
you can place your data on top of them.
you can freely and free of charge use the openstreammap data, within the limits of the license, of course.
