In addition to OSM, what other bases are there (preferably almost free), from which it is possible to take the maximum speed for any point in the world by coordinates on a given section of the road?

I'm afraid that there is no one for "anywhere in the world" in principle, even definitely not free. And in Russia, the speed limit is set through the train. and whoever is in what much, not to mention geobases, and even open ones.
