Can Google Maps work without billing?

In general, I registered the project, the key, connected it, everything works.
And on those, a message pops up, saying, "My dear - until you pay, we won't cut the card."
Or what can you suggest as an alternative?
I tried both openstreet and mapbox.
In short, one is better than the second ..

Google Maps gives free limits per month. Everything above will be debited from your card, which will have to be linked
