Where can I download the current poi database?

Please tell me where you can download the most complete POI database of at least Moscow and Moscow Region, and preferably the entire Russian Federation. POIs are of various kinds: a museum, restaurants, shops, gas stations, hotels and much more.
It is necessary not for the navigator, but for imposing them on the elasticsearch map, i.e. any understandable format will do.
I tried to download osm the whole planet, but surprisingly there was no Lukoil gas station at Moscow, Profsoyuznaya st., 144, building 1. Although this gas station has existed for more than five years.
