How to proxy all traffic from one local ip to another?

On the analog of raspberry (khadas vim1) is ubunt'a 20.04, hostapd is installed on it, wifi is distributed through it, wlan0 interface, local network 10.10.(if I understand the mechanics of work correctly, it replaces sni packets so that the operator thinks that the traffic goes, for example, to telegram.org, but in fact to our server via ssh), and it has a modem mode, http injector raises a local proxy on port 44355, the local ip of the phone is 10.10.0.2, and if you connect to wifi, the proxy will work for the entire network, but there is only one problem, proxy data must be specified when connecting, which is not very convenient, is it possible somehow some way to set up routes, for example, the client connects to the network, its local ip is 10.10.0.3, its traffic went to 10.10.0.1 (interface address), and from it to 10.10.0.2:44355?

I hope I explained clearly
