How to properly use host according to windows server 2012 r2 standard licensing?

According to the licensing policy, one windows server 2012 r2 standard license allows you to activate 2 virtual instances and 1 physical one on the same server. But with the following limitation:

Windows Server 2012 R2 Standard edition will entitle you to run one instance in the physical OSE
and two instances in the virtual OSE with each license. If all of the allowed instances are running then the instance in the physical can only be used to manage the virtual instances .
From this, it is not entirely clear to me how it is permissible to use the host OS (physical instance) in this case:
1) whether third-party software can be installed (not additional server roles, but, for example, UPS management software, a web server, etc.). It would be desirable to understand, restriction only on server roles?
2) is a scheme allowed, in which only one virtual instance and a full-fledged physical one are used on one server?
3) is it possible in the case of already deployed two virtual instances to make balls with authorization (without a domain) on a physical server, and access is possible not only from these two virtual machines.

Restrictions are purely legal.
1) Third-party software can definitely be installed (the question is in CAL if it is software like 1C)
2) I quietly use a free hyper-v host and it has three virtual machines with one key.
In general, of course, their licensing is muddy.
